Dehradun — In a bold step to eliminate procedural bottlenecks, the Uttarakhand Revenue Council has issued comprehensive instructions aimed at streamlining land‑mutation procedures and boosting the efficiency of subordinate revenue courts throughout the state.

Speeding Up Mutation Cases

Revenue Council Commissioner and Secretary Ranjana Rajguru surveyed the current docket of dakhil‑kharij (mutation) matters and the caseload of revenue courts in every district. She directed Assistant Collectors (First Class), tehsildars, naib tehsildars and other relevant officers to resolve pending cases strictly in line with the prescribed rules and timelines.

Presiding officers were instructed to adjudicate each mutation application on its own merits, applying the relevant statutes, so that citizens are not forced to endure undue delays.

Keeping Court Records Current

The Council underscored that each revenue court must maintain a complete, well‑organized register. Up‑to‑date records enable quick verification of a case’s status and avert procedural setbacks.

Files of concluded matters must be transferred to the record rooms within the stipulated period, ensuring that original documents are readily accessible for any appellate review.

Prompt Service of Summons

Officials received an explicit directive to serve summons issued by revenue courts within the legally mandated time frame. Special focus was placed on Haridwar and Udham Singh Nagar, where officers were warned against any laxity in delivering summons for mutation‑related cases.

Introducing ‘Mutation Day’

To further hasten the clearance of pending mutation work, the Council will inaugurate a statewide ‘Mutation Day’ beginning next month. Rajguru asked the presiding officers of all tehsils to finalise logistical arrangements well before the inaugural day.

The exercise is intended to make mutation disposal more time‑bound and transparent, providing relief to landowners awaiting title updates.
